IPPNY continues to support New York’s clean energy transition, and significant amounts of zero emissions technologies must be part of the equation for the State to reach its aggressive CLCPA mandates. That said, there are numerous questions still to be answered, such as: what qualifies as a zero emissions source? And, how will these technologies be paid for? IPPNY has been a leader in this arena, urging the State to answer these questions so that private investment can begin to propel New York towards its climate mandates.

In 2021, IPPNY submitted a petition to the Public Service Commission (PSC) asking for the agency to designate technologies that will qualify as zero emission sources under the CLCPA. In addition, the coalition requested that a program be established to identify and develop at least 1 GW of these technologies. This petition led the PSC to hold a comment period to determine what should qualify as zero emissions, as well as to set up a technical conference. IPPNY participated in this process, with accompanying testimony by Sargent & Lundy, by providing solutions that have been shown to work, while leaving the door open to new technological advancements. Mr. David Cohn will expand on these resources and discuss the feasibility of bringing them onto our grid.

The possible technological solutions provided by IPPNY and Sargent & Lundy are just one piece of the puzzle, with another being how these new resources will be funded. Mr. Eric Cohen will tackle the financial aspect of the equation and discuss how New York can accelerate future energy generation deployment during its grid in transition. He participated in the Governor’s Summit in September to discuss renewable energy in New York. On his panel, Mr. Cohen noted the important need for action that can be capitalized on, aligning with IPPNY’s ongoing efforts with the PSC. His work as the head of JPMorgan Chase’s Green Economy Banking North America division is a driver of a clean energy transition, working to serve companies that are advancing decarbonization by providing financial expertise and long-term sustainability.

David Cohn directs Owner’s Engineering efforts for thermal, solar wind, desalination, hydrogen, and 
ammonia projects from the feasibility stage through construction completion.

He also has direct operating experience in large central station power plants. His operating experience 
includes solid-fuel fired, combined-cycle, hydroelectric, and diesel engine power plants. He is
familiar with both technical and economic aspects of electric transmission systems, as well as natural gas and liquid hydrocarbon pipeline systems.

Mr. Cohn directs economic and financial evaluations of utility and independent power supply systems, 
including new generating technologies, plant upgrades, clean air technologies, bid evaluations, and 
financing alternatives. He performs independent engineer reviews of project performance, budgets, and 
contracts, including assessment of project construction, operation, fuel supply, and market risks. He is 
knowledgeable with the key elements of project finance and development.
