S.5427-A (Marcellino) / A.7367-A (Sweeney) AN ACT to amend environmental conservation law, in relation to creating the New York State climate change task force
The Independent Power Producers of New York, Inc. (IPPNY) is a trade association representing companies involved in the development of electric generating facilities, the generation, sale, and marketing of electric power, and the development of natural gas facilities in the State of New York. IPPNY represents almost 75 percent of the electric generating capacity in New York.
IPPNY supports S.5427-A / A.7367-A. This legislation would create a climate change task force that would take a comprehensive approach to examining the global, multi-sector issue of climate change and ensure that New York takes a balanced approach to mitigating the effects of such change. The task force would not be limited in its scope of examination, and it would assess the potential impacts of global climate change from a wide perspective and not just with a focus on the electricity sector.
The task force also is directed to evaluate the potential economic effects that may arise from actions to address climate change. This directive is particularly important, as previously proposed programs are derived from environmental policy and are not necessarily balanced fully by economic and energy concerns. The task forces recommendations would be incorporated into a climate change action plan after public review.
